Created as a medium for freedom, in the first years of its worldwide existence the Internet seemed to foreshadow a new age of liberty. Governments could do little to control communication flows able to circumvent geography, and thus political boundaries. Free speech could diffuse throughout the planet, without depending on mass media, as many could interact with many in an unfettered manner. Intellectual property (in music, in publications, in ideas, in technology, in software) had to be shared since it could hardly be enclosed once these creations were placed on the Net. Privacy was protected by the anonymity of communication on the Internet, and by the difficulty of tracing back the sources and identify the content of messages transmitted using Internet protocols.3
